Permit the baking soda to sit overnight so it absorbs as much of the odor as possible.
In the morning, vacuum your rugs.
Combine a solution of 2 cups of hot water, one tablespoon of salt, one tablespoon of liquid dish cleanser, and 1/2 cup of vinegar. Soak a soft cloth or sponge into the mixture and apply to the soiled area. Blot lightly. You may need to do this a couple of times to remove a tough stain.
For a more mild urine stain: Add a pinch of mild dish soap with warm water until foamy and pour onto the urine stain, then blot the rug with a rag or paper towel until the stain is gone. For a more resilient urine stain: Soak a rag in a mixture of vinegar and water (1:1 ratio) and blot the stain on your rug.
